The Dragon Empire
Leslie the 1st - Sovereign of the Empire (deposed)

After the Memorial Massacre, Leslie retreated to her mountain laboratory, where she remained for the early parts of the Great War. After several months, she emerged just as the SCA overran the city. After Arcada died, Leslie took command of the Alliance forces, leading them to victory. After the war, she organized the former Alliance into the Dragon Empire, with herself as Sovereign. In recent months, however, the public has not seen much of her, due to Walter's machinations.
Commandant Walter Graham - Commander-in-Chief of the Imperial Forces under the Sovereign

The second-most feared person in the Empire, behind only the Sovereign. Rising in power during the Great War, Walter was rewarded by Leslie with his current position. The Commandant has repaid this by slowly eroding the Sovereign's power base to the point where he is already the de facto leader of the Empire. He has commissioned his own personal airship, the Titan, to take a more active role in defending his position within the Empire; what Walter doesn't realize is that there are those within the empire, and without, already plotting to take him down before he can officially ascend to the throne.
Ryan Olin - Emperor Zed Zenderson the First

Ryan's rise to power is something of a mystery; however, his position as Director of Imperial Security went unchallenged. The Capital City Police Department falls under his direct command, and he has outfitted them with tanks and other surplus war equipment in order to maintain strict order. He also is responsible for a number of "black ops" projects. Ryan's ambitions are well known, and he has no particular loyalty to anyone in particular. He has made his move to take over the Empire, taking the title of Emperor, usurping Walter's plans right from under him.
Lt.Col. Zack "Banky" Edwards - Chief of Staff

Zack is the highest-ranking aide to the Commandant, and is in charge of some of the Commandant's secret projects. Zack was a former assistant to Leslie prior to the Great War, but his true loyatlies lie with Ryan. Zack oversaw the construction of the Titan, and serves as a liaison to civilian contractors.
Col. Danielle Graham - Imperial Envoy and Adjunct to the Commandant

As an Imperial Envoy, Ellie serves as the eyes and ears of the Commandant, going throughout the Empire while he is kept busy in Capital City. When not beside the Commandant, she is often on the bridge of the Defiant, or even piloting her own personal Armored Trooper against insurgents. As the Commandant's wife, she is the only person that he trusts to keep counsel with.
Capt. Char Lemieux - Michael Fitz-Gibbon - Commander, CVT-66 Defiant

Long after Michael was believed killed in action after the "Second Impact" incident, the charismatic Char arrived during the Great War and, with his revolutionary T-Craft powered air carrier Endeavour and a complement of AT-04 "Hounddog" Armored Troopers, provided a much-needed boost to the Alliance forces. His personal red color scheme has led to the nickname "The Crimson Comet". His current ship, the Defiant, is one of the most advanced ships in the fleet. Char's identity is one of the most carefully guarded secrets in the Empire. As Michael, he has infiltrated the Resistance.
Cmdr. Nessett Tilden - First Officer, CVT-66 Defiant

A survivor of the "Second Impact" incident, Nessett joined with Char Lemieux's battle group aboard the Endeavour when they joined the Alliance during the Great War. Nessett had previously worked alongside Michael Fitz-Gibbon, and after "Second Impact", the two worked more closely together, and eventually developed a personal relationship. Her anonymity prior to the war has helped keep the secret of Char's identity intact.
Lt.Col. Daniel McGrath - TheKnightOfNee - Imperial Staff member

A veteran squad commander during the Great War, Dan has chosen to continue his military service under the Sovereign. He has tried to lobby on behalf of Nikki for support of her Temple restoration project, but to no avail. Despite his high rank, Dan's more moderate political views have isolated him from the rest of the top Imperials. He has since been included in a secret group of Imperials, including Commander Jaxon, who seek to protect the Sovereign from Walter's upcoming coup.
Lt.Cmdr. Jennifer - J^2 - Data Analyst

Jennifer is an officer stationed at the Imperial Tower. Assigned to a desk job as a statistical data analyst, she has noticed some disturbing trends of late. She has also expressed concerns regarding the Sovereign, to the point of taking the bold step of bringing those concerns to the Commandant himself. She deemed it a logical move to do so, even though it could jeopardize her career; studying his reaction and response to such a probe was worth the risk. She is now part of the secret group of Imperials tasked by Commander Jaxon with protecting the Sovereign.
Commander Deacon Jaxon - Regulator Commander

A highly sophiscticated and heavily-armed first-generation Replicant, originally built to take Rob's place within the city. Jaxon first appeared during the Great War under the code name "Delta", where he led a squadron of elite soldiers to victory after victory. Only the Sovereign knew. After the war, his squadron was reorganized into the Regulators, and upon taking command, he took the name of Deacon Jaxon, for reasons that remain unclear. He answers directly to the Commandant, but his personal loyalty is to the Sovereign who created him. Like all Regulators, he has a strong sense of honor and duty, which is why he has decided to go against the Commandant and protect the Sovereign.
Agent Epsilon - Senior Regulator

One of the original members of Agent Delta's elite squadron, Agent Epsilon was a formidable opponent capable of striking fear in even the most hardened SCA soldiers. After the war, Epsilon was installed as the second-in-command of the Regulators. Epsilon has a very strong sense of honor, more so than even other Regulators; this is something that he believes does not exist within the Capital City Police. He cannot abide the ruthlessness of the police. Epsilon always seeks to avoid casualties during his missions, but if the police gets in his way, he has been known to take matters into his own hands - often resulting in one or more officers being carried away in body bags.
The Regulators - elite peacekeeping force

After the Great War, the squadron of elite troops under the command of Agent Delta was reorganized into an elite peacekeeping force, dubbed the Regulators by their commander. The number of Regulators more than doubled within the first two years after the war, from eight to eighteen. Incredibly, no Regulator has lost his or her life in the line of duty, despite some close calls over the years. There is no way to join; the expansion of the squad was supervised by Jaxon and the Sovereign directly (due to their android nature), and the roster was capped at 18 at that time. Each Regulator is given a Greek letter as their codename; Alpha and Omega are not assigned. (Only six agents are currently shown.)
Royal Guard

Simlar in nature to the Regulators, the four members of the Royal Guard are extensively trained and equipped to safeguard the Sovereign. Wearing modified Regulator armor, these four women remain fully concealed at all times while on duty. The Royal Guard is actually under Jaxon's command.
Lady Caroline - Personal Aide to the Sovereign

Caroline has been the personal assistant to the Sovereign since before the end of the war. In recent years, though, she has been taking direction from the Commandant, to the point of aiding him in incapacitating the Sovereign to the point where he could assume the leadership of the Empire. She has begun to regret her role, though, and is now looking for a way to redeem herself and make things right. To this end, she has been recruited into Jaxon's secret group charged with protecting the Sovereign.
Capital City Armored Police

Years of post-war hardships and an increasingly repressive government have led to a staggering increase in crime in Capital City. Given free reign over the police operations, Colonel Ryan has outfitted the Capital City Police Department with surplus battle tanks and personal battle armor. The frequent tank patrols, and the ruthlessness of the police officers themselves, serve to keep the city population under control - or so they would have you believe.
Lt. Jennifer Gabmino - Navigational officer, CF-501 Titan

Rescued from a village destroyed by the SCA, Jennifer showed her gratitude toward Leslie and the Alliance troops by joining the Imperial Forces when she was old enough. She has risen through the ranks as an airship navigator, and was picked for the assignment of the Titan by the Commandant himself. Unbeknownst to the Commandant, she has been captured by Dave; she was stunned to learn that Walter did, in fact, have designs on overthrowing the Sovereign to whom Jennifer had sworn her undying loyalty.
Ens. Regina Gabmino - Tactical officer, CF-501 Titan

Gina has looked up to her big sister Jen for as long as she can remember. Jen protected Gina, then still a child, from SCA forces until Leslie's squadron liberated their village. Gina decided to follow in her sister's footsteps, and enlisted in the Imperial Forces as soon as she was old enough. She was recently assigned to the Titan as a tactical officer. She is very excitable, showing her immaturity at inappropriate times. She was recently captured by Dave, and left to Nerona's tender mercies.

Judsonian Enterprises
Judson Weinsheimer - Chief Executive Officer, Judsonian Enterprises

After the Great War, Judd was able to secure large amounts of capital and land, and built up one of the world's largest tech companies from scratch. Having survived the fall of the People's Republic of Antarctica during the "Second Impact" incident, Judd has been determined to return to the frozen continent. To that end, he faked the destruction of a prototype craft built by his company, completed it, and is now using it to make that journey, using its stealth capabilities to evade Imperial patrols.
Streak - SilverStreak - X-502 Pilot

Employed by Judsonian Enterprises since 2009, Streak has become one of the top test pilots in the corporation. As a result, it came as a shock when he appeared to perish along with the X-502 during its test flight in November 2014. He has spent the past six months helping Judd repair the craft and bring it up to full operational status.
Ruuka - X-502 Engineer

At this point in his life, Ruuka only cares about two things - the prototypes he works on, and the money he's paid for working on them. And he is paid very well. After a short stint at MacKinnon Cyber Systems, Ruuka joined Judsonian in 2011, and quickly proved his worth. He had been working on subsystems for the Titan project when Judd pulled him from that to work on the X-502 - after its apparent destruction. He received a very generous advance for agreeing to this venture.
Siri - Dominique - X-502 Navigator

An employee of Judsonian for a little over a year, Siri was actually investigating rumors about Judd's intentions to return to Antarctica when she uncovered the truth about the X-502 disaster. She was able to convince Judd to allow her to join the expedition, citing her own past experience as a member of the Penguin Union. However, although the launch was successful, she was found out, and her attempt to access key systems without authorization was stopped by Judsonian's latest creation - the CyberSoldier.
CyberSoldier

The product of Judsonian's top-secret Advanced Combat Armor Program (ACAP). The CyberSoldier project is intended to create a form-fitting suit of combat armor capable of holding its own against the heavier, more heavily-armed Armored Troopers. This soldier is the prototype of such a unit. Little is known about the true nature of this particular warrior.

The Citrus Club
Mikey - Chibi - Proprietor

At the onset of the Great War, Mikey declared his property, A Twist of Lime, as neutral territory, and the surrounding square mile became known as Chibi Land. After the SCA conquered Otaku Revolution and occupied Lime's, Mikey decided to join the Alliance. After the war, he retired from the service to rebuild his bar. Forever changed by the loss of his beloved MarlePluto and the horrors of the war, Mikey has taken a dimmer view of humanity. He does maintain a facade of enthusiasm, though, when he runs the Citrus Club, a "full-service gentlemen's club - but not just for men".
Erin - Mikey's personal valet

Sometime after the beginning of the Great War, she turned up in Chibi Land, working as a server at A Twist of Lime. She returned after the bar reopened as the Citrus Club. She has been loyal to Mikey, first as a top performer, then as his personal valet after she retired from the stage. Unlike other performers, who have given themselves out to customers by means of lifelike, remote-controlled replicants, Erin has never sold herself in such a manner. However, she does have ways of using her charms to get whatever she needs out of unsuspecting customers. She is also a member of the Resistance.
Nikki Star - Performer

After the Memorial Massacre, Nikki took over management of the Temple O' Trunks, but it was short-lived, as she soon found herself defending the Temple against attacks from the SCA. As war broke out, she commanded the Trunks Battalion of the Alliance Forces. Years after the war, she decided to make the effort to salvage what she could from the Temple, possibly leading to a revival. Without official support, though, she took a job as a performer at the Citrus Club to finance the project. The effort was in vain, though, as the Temple site has been slated for demolition. However, as a member of the Resistance, the club job has also provided a pipeline of helpful information.
Casey - Bouncer

Mikey pays him well, and he takes care of the club, making sure things stay in line. Casey hired a few ex-cops to provide additional security. He doesn't care about much except the welfare of the club and its employees, and isn't afraid to toss the occasional cop or soldier out on their ear. And, thanks to a special charter for the club from the Sovereign's office, he can do so with impunity.

Rob Siergiej - Time-displaced person

After the fight with Grahf on Gogeta Island, Rob's electromagnetic battlesuit had been severely damaged, and its power source was about to explode. Channeling the energy of the blast through the suit itself, he was thrown through time and space, landing outside the ruins of the Temple O' Trunks in the year 2015, falling unconscious. Badly injured, laying in a near-comatose state, he was initially tended to by Nikki. To the rest of the world, he died on that fateful day in 2002, setting in motion a chain of events leading to the present day. He has since awakened, and is seeking out the underground mini-lab beneath his old house. So far, nobody that has encountered him has recognized him.
Miss Gum - Becky Mercury - Resistance member - deceased

Becky fought as a member of the Trunks Battalion during the Great War. After the war, she disappeared for a time, returning to join the Resistance sometime around 2011. Operating under the codename "Miss Gum", Becky was on the point of a battle of counter-propaganda. She had enjoyed a streak of luck, avoiding the police, but her luck ran out when an overagressive police officer shot and killed her. It is little comfort to know that the Regulator Epsilon turned around and dispatched that very officer on the spot for violating orders to take her in alive.
Jason - TrunksPsi - Taxi driver

As commander of the Mobile Armored Division during the Great War, Jason lost his left arm in battle. He received a cybernetic replacement, and even returned to the battlefield, as a member of the armored G-Unit. After the war, he retired from the service, and eventually started his own taxi company. He's not fond of how bad things have gotten in Capital City, but he holds out hope that things will get better.
George - Proprietor, West Side Quick Stop

After the Memorial Massacre, George parted ways with Jiggs and his crew, and stayed out of the Great War. After the war, he came to live in Capital City, where he refurbished an abandoned convenience store, reopening it as the West Side Quick Stop. He has one employee, James.
Brian - Proprietor, DBZLink's Videos

Owner of the video store adjacent to the West Side Quick Stop, he was recently the victim of arson.

David DeKeyser - President, Unrivaled Nation

Dave stayed out of the Great War, instead retreating to the neutral Unrivaled Nation. Over time, he built up a political base, and was ultimately elected President after the founder and previous President, Takeshi, retired. Dave maintains a friendly, jovial front, but is unscrupulous when it comes to getting what it wants. He is married to Dana, but maintains a close relationship with his assistant, Nerona. He is currently consipring against Walter, with plans to futher expand his own nation.
Nerona Kalapesh - Executive Assistant to the President

Nerona serves as Dave's personal assistant... in more ways than the official one. She is working with Dave in the plot against Walter.
Mike - Mayor, Unrivaled City

Like Dave, Mike opted to stay out of the war and take up full-time residence in Unrivaled. However, after serving one and a half terms as Mayor of Unrivaled City, he was rather surprised when he lost to Dave in the 2012 Presidential Election. Mike returned to his city post, but maintains a bit of a resentment towards Dave.
Dana Bouck DeKeyser - Senior News Correspondent, Global News Network

Dana remained close to Dave, and eventually married him. She joined on with the Global News Network toward the end of the Great War, initially serving as a war correspondent. Her position as a news reporter has put a strain on the marriage, since Dave took office as President of Unrivaled Nation. She suspects that he may be having an affair, but has yet to pursue an investigation, as she is currently focused on her career.
